The Utah
Broadcasters Association (UBA) is the coordinator and distributor
of Non-Commercial Sustaining Announcements (NCSA) for State
Agencies and Non-profit organizations. With the help of Utah
broadcast stations, the UBA is able to provide the public
with timely public service information, while helping state
agencies save tax dollars on the production and distribution
of public service announcements. Through this program, participating
agencies are provided with a comprehensive monthly report
of their NCSA activities, clearly demonstrating the power
and impact of broadcasting in Utah.

Broadcasting
UBA NCSAs is an ideal way for radio and tv stations to fulfill
their obligation to operate in the public interest. With the
help of the UBA, participating stations are assured that the
public service announcements they broadcast are current and
important issues facing the state of Utah. By taking part
in this program, you can provide your audience with the latest
public service information available and help the UBA in developing
programs that better serve its members and the public.
NCSAs
help make the UBA a stronger voice for Utah broadcasters.
The Federal
Communication Commission (FCC) authorizes state associations
like UBA to develop NCSA programs for use by state agencies
and charitable organizations. With the NCSA program, stations
donate broadcast time as they would for any public service
announcement; however, they provide broadcast reports to the
UBA that include the date, time and value of each spot. The
reports are then compiled and given to the participating agency.
With the broadcast reports, agencies are able to monitor the
public reception and success of their programs. The UBA assesses
the participating agency at 25% of the value of the airtime
documented. The UBA uses these funds to cover the cost of
administering the program, distributing the spots and providing
additional services to the broadcasters and residents of Utah.
UBA asks
each of its member stations to become a part of the Utah Broadcasters
Association NCSA program. Participation demonstrates the commitment
of the broadcasting industry to public service and strengthens
the Utah Broadcasters Association' ability to work for you.
